Hi,
after all your work my answer can only be a disappointment. Your hand falls in the trash category. Double suited yes, but still trash. Fold these kind of hands pre, you will not flop good often enough to make this profitable. Look up Bugs articles (PLO from Scratch) on the internet, the first few discuss what makes good starting hands. Even for stealing there are better hands suited for that than this one because they make some better chance if we get called and even those we will have to fold quite often vs a 3bet.
After all your calculations you will love Bugs delving into equity distributions vs AAxx hands in 3 and 4bet pots.

I wouldnt worry to much about the rake if i were you if you start out on PLO, it will not be your biggest problem. At the lowest buy ins you'll meet plenty people who are really playing awful and just dying to hand over their stack to you even if you have shown them you are the nittiest nutseller in the world. A slightly lesser rake at some higher stakes wont help much and you probably end up dropping many buy ins learning the game.

and additional you have an A in the hand which will give you less chance if he is on AAxx to outflop him as hitting an A is no good.

flat the 3bet for a much lower SPR??? If you flat the 3bet you will invest less and keep a bigger remaining stack so your stack:pot will be higher. The 4 bet in the HU pot will always be much bigger than your flat and create a bigger pot than when it goes 3way. So flatting will create a higher SPR, you have more behind to maneuver. Who will benefit from low SPR? AAxx. By 4 betting we open ourselves up for getting 5 betted. Because it is deep we still can cherry pick the flop but villain might be a bit less inclined to shove any flop as if it was 100bb deep.
I think you would be in a much better spot if you flat the 3bet and the fish will come along, your hand still depends on flopping well.
my 2cts on this:
A raise would accomplish very little here. Except for the setvalue your hand has not much going for it except the nutFD. Raising would get you out of position in a bloated pot with a marginal hand way too often and probably not even HU either.. That is not what you want.
Now you just called, missed the flop and got yourself out of trouble without loosing much. UTG probably has a strong hand and battling him oop is not what you want. Besides that you don't know what BB is gonna do.
It is not to nitty but exactly like many textbook examples. Read Bugs PLO from Scratch articles part 8 for it.
