is CO having a 3bet range vs BTN 3bettor bad otf when BTN's range can be pretty strong?

My thoughts:
Playing this deep, I think I have all 34, 47, and obviously 79, which are 44 combos.
We bluff raise turn 27ss, 37s, T7ss - A7ss.
We may also bluff raise turn 29ss, 39ss, T9ss - A9ss. That's total 14 combos, then we can also have another 49ss as value.
We have 45 combos and 14 bluffs
Given the fact that V's range uncapped, as he can still have 79, we should bet a smaller size based on our 3:1 value: bluff ratio instead of a large one to polarize our range. Then we are probably bet/fold all lowest straight, and bet/call 47 and 79?
Does this sounds a solid strategy?
or should we add more bluffs and choose a larger size? Or we might call some value combos ott so we have smaller number of value combos otr?

I'm having issues play effectively against BB on SB when folded to me.
I know it is popular now to limp entire range on SB vs BB, but what hands do we choose to limp fold, limp call, and limp raise?
I know it is always case by case. But we should have default strategy, right?

A2, A6, A7, A8, A9 with Ah, that's 20 combos.
6h7o, 6h8o, 6h9o, 6hAo, that's 16 combos.
6 with another heart, 67h(which you dont have since turn is 7h). 68h, 69h. That's 8 combos.
33 with 3h. 3 combos.
Do you really have sets in your range? When V has many flushes and straights?

I'd prefer you bluff this river with 9h.
I think adding 6c9s here makes you bluffing way too frequently.
Let's just go to the river. You check raise 5h4h2c board. Turn 7h.
When you jam river, you are only reping flush. Based on your river sizing, you should have 38% of value combos to make V indifferent from calling and folding.
What flush combos you can have? a2hh, a3hh, a6hh, a8hh, a9hh (we can even discount some of them as you probably 3bet pre a2hh, and you are not raising a3hh probably on the flop).

You can choose a lot offsuit hand that with a heart and blocking streets to bluff in this spot. I don't wanna list all of them, but it is definitely more than 50 combos.
Choosing 69o without heart is over bluffing.

I only 3bet for value against short stacks as I assume they are sticky fishes without a folding button. I'm not sure if this optimal. Short stacks sometimes 4bet shove very light. It sucks if you 3bet with A3s and have to fold.

UTG short stacks limping looks really fish, I just wanna isolate fish.
On the flop, I bet mainly because I have some backdoor straight draw and backdoor flush draw
Turn helps my range, given V just flat pre.
River I pot it simply because V rarely has QQ+, AQ, AK here. My T blocks some AT and TJ combos. V's turn calling range still has some KJ, KQ, QJ, KT, QT. Is this fine?

In zone, I 3bet wider against 2.5bb open on BTN than 3bb open on BTN.
I expect 2.5 bb BTN open to be reg that I can better narrow down his 3bet calling range on the later street.
I do not want to run into a sticky loose fish on the BTN with weak range.
