PLO 50 HU faced 3 barrels OOP in SRP on a dry flop

SB: $73.05
BB: $178.08 (Hero)
Preflop ($0.75) (2 Players)
Hero was dealt 7 T J 3
SB raises to $1.25, Hero calls $1
sb raise 1st is 90%
Flop ($3.00) 3 J 7 (2 Players)
Hero checks, SB bets $3, Hero calls $3
flop cbet is 70%. somewhat around:

GD>, TP>, PR+2BFD, PR+2OC (73%)
Turn ($9.00) 6 (2 Players)
Hero checks, SB bets $9, Hero calls $9
TP>+GD>, OE>, T2P> (52%)
River ($27.00) K (2 Players)
Hero checks, SB bets $21, Hero folds
T2P> (value), BP<< (air)

value - 77%, air - 23%
if he bets all air my equity is 29%.

ev = 0.29*($48)+0.71*(-$21) = $14 - $15 = -$1 = -2bb

Looks like a slightly losing call.

From theory standpoint he has 3.3-to-1 nuts:air ratio.

He bets 21 into 27 giving me 2.29-to-1. So i need to win 30% when calling to breakeven. Assuming all of my hands are bluffcatchers he should bluff 30% and value bet 70% to make me indifferent to calling or folding my bluffcatcher. But since he has 3.3-to-1 nut:air ratio and he always bets the nuts (2PR>) he can only bluff 23% at most and i should have intention to fold all the time.
Final Pot
SB wins $47
