Decided to stab here for protection/thin value vs. weaker pairs. I don't think I need to bet much bigger than this with my strong hands as well since not too many people can call on this board.

Classic balugawhale spot. Given how many players were in the hand OTF he probably folds backdoor SD/FD type hands OTF, making his range a lot stronger on this turn.
I think he'd just call again with a weak 8x or 77, 33-55 here. Minraise looks suspiciously strong. Since he's a fishy player he probably has more suited 2x in his range than most.
I hate folding this but I feel like calling and facing a river ship is gonna be gross on any runout, and if I jam I'm never gonna see 8x call me.

I think the lesson here is not to use a sizing that telegraphs the strength of your range even to weaker players. If you're going to use this sizing I think it's pretty important that you're somewhat balanced or it becomes way too easy to get paranoid and make light call downs thinking that you've induced. If you actually are balanced in this spot then it seems like you can probably fold. It was a 5 way flop with no draws and we should be nearish the bottom of our value betting range.
Well I don't think it necessarily telegraphs the strength of my range. I would bet this amount with A2ss, A2cc, and 88 as well. Villain is short stacked so if he calls pot will be $102 and he'll have $70 behind OTR. I'd be betting small in those cases since I don't think he can have much when we crush the board. But you're right that 99 is close to the bottom of our range here. We could still have better pairs up to QQ possibly. I did end up folding.
I probably ship here and not try and level myself into a fold vs a fish. As a hardcore bum hunter I KNOW that they are getting in 8x here almost always and even flatting AK AQ AJ A10 here pre and getting it in on a board like this. At 400nl I wouldn't be so quick to get in half a stack here as it's just more money in general to recreational players and they often will have more strong hands to get a half stack in here in 6 max.

This has to be literally the bottom of your range 5-way. I think the turn bet is okay, but I'd guess even a recreational player would be relatively aware of your perceived strength.
I would bet bigger on flop and turn and fold to the minraise, it's 88,22,66 all the time. Maybe its something like 8xcc. But you're very rarely ahead.
