I would reraise preflop with 99, if he calls you can narrow down his possible range far more - much less guess work from there on.

On average 99s miss the flop and with an overcard on the board it is hard to tell where you are when someone bets into you.

Otherwise, I agree with the others. You can flat the turn and reassess on the river.

I think the flat call PF is good. If you hit you have position on the UTG player so if he barrels into you, you can expect to get paid off.

You didn't hit and he c-bets. I think the first call is fine if you think the c-bet is standard from him (on hands such as AKs). But I think you must fold OTT to another bet. Only criticism.
