sorry for taking so long to reply. Talked to neteller support and they confirmed that the $1 is to verify if I have money in my account.
They canceled all the $1 transactions that were pending and the money went back to my account. Meanwhile I created a new virtual card and this time it worked!! I have the essential plan now.

ps1: these virtual cards expire in 1 month, but you say that you will charge the card every month. Hopefully that's not a problem, and I can purchase with a new one every time.
ps2: if you don't mind a suggestion, I would change the colors of the reply box. White letter with grey background don't work very well, at least for me :)

Ok, so now this is getting really weird. I put more money on neteller, tried again to purchase filling all the fields and press the 'Purchase' button. It just froze. The page is in a light colour and a symbol like on youtube saying it's busy or something and nothing happens. It's been like that for 15 minutes. The funny part is that the request was received by neteller and another $1 was taken from it... lol. I'm really starting to think this is a sign to say away from this site.

Just to be clear, I know why the transactions were declined. It's because there was not enough fund. Due to currency variations when the the first $1 was deducted there wasn't $9.99 in my neteller account.
And I know that if I have enough funds the purchase will get through. I just want to understand why this happened.

So I found runitonce.com recently and was very excited because I really admire Galfond. Was even more excited when I found out that you had an essential plan for only $9.99. So I transferred $11 (8.22 Eur) from Stars to Neteller (to be safe on the conversion because my neteller account is in Eur).
The money arrived, I created the virtual card, come here to purchase a month and the card is declined. Strange. I tried a few more times and got declined every time. When I go to my neteller account I only have 5.14 Eur there. Apparently every time I tried to make a purchase a $1 was deducted and never returned even though the purchase was not successful.

My question is who charged the $1 fee, runitonce or neteller? There's a note saying 'This transaction is pending final clearance from the merchant'. What does this mean?
