I was playing $1/2 with my friends

Just curious about this situation

Here is thing.

UTG opend to $22 and UTG+1 shoved like $26.

UTG+2 shoved like $48 and Hijack who covered UTG flat called $48.

My friend said UTG only can call because of $26 which is under bet all in.

Is this correct? I thought UTG was able to go all in.

One of my friend played $5/5 PLO (not sure the game was $5/5, 10 Bring it in or Just $5/5) Here is thing

UTG Opened 25, He flatted with AhAsJh7d, button raised to 70, UTG called, He potted to 390, button calls, UTG calls

Flop Ks10h6h UTG bets 1000, i went all in for 1350, button folds,
UTG had KhKx Xh Xx, heart did not come.

I do not think the number is correct.

Anyway, my question is 

Is there any way to better play?
