Curious spot. Things that favor a call: Hes 3betting a lot of the hands hes repping. I'm not sure how often hes value betting KT and KJ on the turn. Depending on your tendencies it could be pretty bad.
Things that favor a fold: In practice river overbets are rarely bluffs. There aren't a whole lot of hands he can have that would feel the need to bluff both the turn and river. KT and KJ are still in your range and you very often have at least Ax.
I don't think hes trying to get you off a chop. I think with Ax theres still enough potential value against Kx and 9x that he'd bet much smaller with it. And again you can still have a boat.
All that said, I probably click call. Boats are hard to make.
