You wouldn't raise a set of 4's here with a wet board? and 4 players left to act?

I agree with cbetting small on the flop to protect your 3bet bluff cbetting range. Turn is a mandatory bet, getting value from kj and kq still, river is a planned x/c.

This scenario is all player dependant. What are your reads on these players? will UTG only 4b AA/KK? What are Villain's tendencies? does 3b for value to this size?
IF I did call, the flop is a mandatory x/R, since you have so much equity.
If you want to call to price yourself into hitting a flush, you can lead jam the river as well. Maximize fold equity, KQ, KK, Q10, will all fold in this spot

Call me stingy, but I only tip in large pots > 200$, and that's 1$ for my hand. Even large 1-2k pots are only 1$, At session end I'm still tipping out like 5-15$

What are your initial reads on this opponent? What kind of player is he? LAG, TAG, OMC? What position was he in? What's the standard open sizing in this game? 9x raise after 2 limps is still large. The flop is very wet, you should always be raising this flop, you can have bluffs, 2P, or sets here. As played, the turn raise is fine, you're extracting value from AK, and AA. However, when you check the river, what do you think Villain is value betting in this case? would he ever value bet 2 pair on this wet board? Initial questions will help you make a decision at this river point. Take your time next time, we've all made mistakes in these spots before.

As stated, you say his range is heavily weighted to pocket pairs (8s through Qs) The turn K is a scare card. A made flush or king will bet the turn after checked to. If you check the river, it is almost certainly going to get checked back. Value bet sizing has to target his range ~ 200-240$. IMO
