I'd say it's a fold cuz you're blocking nut FD and SDs with 99 but if you didn't block it I think it would be a stacoff because he can have man draws in that spot. Normally he can have 88 or 86 some of the time as well but including draws with that spr it's still probably a stackoff although I am not sure, someone more experienced or with PJ please input.

I would call the river due to his 1/2 bet. I think the only thing that's better than urs is some weird 22. While he has J8 J2 in those spots probably as well and some of the time busted 13 outer maybe.

I would bet river like 1/2 for value cuz CO probably has a lower FD based on the line he has taken imo. preflop and turn is fine. on the flop tho I'd probably lead OESD+nFD but with only gutter and non nut I probably wouldn't because its not nutty and considering players limped they do have low cards so 456, 23 etc is def in their ranges a lot imo so I expect to get called decent amount and don't like building the pot with this hand

I would not raise turn. I think his range is like 3456ds which you beat and is unlikely anyways but he can also have like JJT9 that beats you so I'd call and keep his bluffs in for the river like FD or maybe he'll go for xc river with busted FD+J or so. imho
