What I meant is that I am a bit confused by all the people saying "You never have enough bluffs here" which implies that they don't have very much air at all that they get to the turn with, which I thought was interesting.

This is not a large sample. Even a somewhat laggy 3bb/100 winner will win @ 7bb/100 5% of the time, so of course you will see some regs around there. I doubt 7 is possible for most/any that would bother playing these stakes
