I mean if villain is fish what it seems like, he could be minraising with bunch of stuff we beat, like A8, K8, 87, 98 random 6x or 5x and other random stuff. Therefore I see value for raising

I would call turn. He is probably folding his bluffs (mostly flushdraws) to a raise and therefore he isn't allowed to bluff river anymore and we have a good bluffcather on many rivers.
