Pre is fine, your hand may not be a "monster" but is very strong. This is closer to a 3bet than a fold pre, and calling is fine.
I like a flop c/c.
Turn I would c/r the pot - you want to maximize fold equity and you pretty much never have an air c/r range here.
River is an easy shove imo. Not many people will bluff for such a small amount when checked to, and will always check back their marginal 1 pair hands as well as bet all hands that beat you. Essentially if you check he will play the river perfectly. Betting the river yourself allows your opponent to make a mistake by calling incorrect (it's unlikely he would ever fold incorrectly).

I agree that potting is the worst of your options. Vs someone with such a high c/r I would prefer either a call or a small 3bet (click-it-back size). If he has a J you are almost certainly getting all the money in the middle regardless, so the next things to think about are maximising value from bluffs/worse hands, and balancing your range.

SB will very often fold, or if he gets the money in will have either a marginal hand or a monster. Since there are very few monsters to be checking on this board he is more likely to be folding or calling with a marginal hand.
BTN has a wide range, sure, but by betting and forcing him to act with the SB left behind him we may get him to fold a lot of hands that would check behind the flop with good equity vs ours (mid/top pair, gutshots, OESD). When he gets it in we're not in fantastic shape but are by in no means in terrible shape either.
Yes it can be bad when it goes three way but that in itself is unlikely enough, not to mention the fact that we can still be in decent shape multiway.
The dead money in the pot is enough to make potting best.
