Running it twice makes no difference to your EV (whether you are "in front" or "behind"), it only affects your variance ie. it makes the game less "swingy".
For me the decision on whether you want to run it once or twice is purely a stakes vs bankroll question. If you are playing a bit above the stakes you are bankrolled for, then in my opinion you should always try to run it twice.
In fact, you could argue that even when you are very well bankrolled for the stakes you are playing, you should always try to run it twice anyway.. PLO is a swingy enough game as it is, and imo anything you can do to reduce those swings is a good thing.

With no reads on players I'm never ever folding here. There are a handful of players at my casino who I MIGHT think about folding this against.. but I still probably wouldn't.
But I'm assuming since you posted it you either called and one of them had 99, or you folded and would have won the hand :)

Tough to really comment anything constructive without knowing more exact stack sizes and a bit more on the table dynamics, however I'd say his shove is a lot better than the 2277 call :)
Do you think if he has bare A2 he is calling your raise and/or a barrell on the river?
