I do think this would be a fairly standard fold due to ICM, stack size of Villian (he won't fold lots of his broadway hands that smaller stacks would), bet sizing and position.
Had this been a 7M stack betting 34k pre from the HJ, it would be an easy shove with 77. There are just much better spots for you then to get reckless and take the wrong stand with a mid/small pp against him.

Before I give my opinion on folding/shoving in this spot, I think you should look behind you in this hand. With the Villian (albeit maybe not the brightest one) only having 16BB to start the hand. Here are a few assumptions we can make about his preflop flatting range...
- QK+ are not in it (he's stacking off pre most of the time here)
- May be slow playing KK/AA by flatting knowing you will c-bet almost all flops and your range is pretty wide.
- Hands like 67,78,89,910,J10,JQ,Q10,Q9 and similar one gappers are also a big part of a fish's range here.
The villain is going to check virtually all of these hands most of the time, which includes hands that both crush is and those that do not have a huge chance to improve.
With this argument, I like checking this flop back and re-evaluating on turn by betting any time he checks and calling turns that don't make much sense to have helped him when sizing is right.
With all that said I would actually fold here given how often you run into 2 pair and the occasional str8.
