Both villains are unknowns with single digit sample sizes.
Preflop ($0.07) Hero is MP with 9 A
UTG folds, Hero raises to $0.15, CO raises to $0.45, BN calls $0.45, 2 folds, Hero calls $0.30

Hero checks, CO bets $0.68, BN calls $0.68, Hero raises to $4.69 and is all in, CO folds, BN folds
My reasoning for shoving the flop over calling is as follows.
-I'm the only player with all combos of sets in my range, I don't think that CO is 3-betting 66 or 77 preflop and I think BTN is usually raising his sets on a board this wet rather than calling.
-My equity isn't much better vs their folding ranges compared to their calling ranges. Assuming that CO is calling only calling with TT+ and 89s and BTN is always folding, I have 47% equity, whereas I only improve to 53% equity against a hand like JhTh which is almost always folding to a shove. Since given the flop action I'm very unlikely to have the best hand with A high folding out hands that have close to 50% equity vs my hand and aren't likely to give me more action when my draws hit is a great result.
-If the turn is a blank and CO shoves I probably have to fold. If CO shoves a turn of 2h for instance I need roughly 33% to call, which I'm likely to be very close to against his value range, however it's probably going to be close and by letting him shove instead of my I'm losing out on a lot of fold equity.
