My timing tell experiences:
mostly strong:
- 3-4s waiting then bet
- 0-3s waiting then raise
- 6-8s waiting then check
mostly weak-medium:
- preflop quick call
- quick check
- 0-2s waiting then call (postflop)

The flop bet is important. Bet-Raise is too strong here. I suggested flop Bet-Call instead of Bet-ReRaise.

Flop call, turn check/call, river push is good plan here.
The board is dry. At turn u have the 2nd nuts, and you dont have to defend your hand.

if u reraise the turn he ll fold every weaker hand. but this hand is too strong vs him to fold. u should call there, and call every not terrible river.
he would bet with set or top pain in the flop (maybe except TT, but there is only one combo).
his value range should be this: K6,K9,QJ. but because he is "drunk" and he is very lose he can have a lots of weak hands too.

You need 33% eq, ur line was good, and u cant fold at turn vs an unknow player.

I like ur sizeings. u should bet bigger when u re deep. u should push this turn. his range is more like to be QQ,KK than 8x,3x or sets.

River:
I prefer to get to the sd cheap. because the turn was ch-ch , u can vbet a little for value and for block: ~1$
when I have a medium strong hand, and I dont like to play for a big pot:
blockbet:
he has lose range, some weaker and some better hands.
he is weak who call with weaker hands (Tx,pp), but dont like bluffing
he will raise ur blockbet almost always only with better hands
he would bet most of the better hands himself(Jx)
check call:
he has lose range, mostly weaker hands what he would fold if u bet.
he has missed draws (gs+sd)
he would bluff most of the time with air and missed draws.
he would raise ur blockbet for bluffs too.
he is tilting.

I really dont like ur raise, because there isnt any reason why u should do this.
the flop is 3way
u cant make fold better hands.
u can get value only from a few hands.
u dont have to protect ur hand.
u make the pot too big.
the right move there is call.

you should play tight in SB, dont 3b without decent FE(preflop or postflop) or a good gameplan.
in this spot, you should bet the turn or you will waste your EQ and FE. If he is stubborn cs, then u shouldnt 3b him.

you can cbet bigger at drawy boards vs fishes, because pairs and draws will call anyway: ~$1.6-$1.75
because the board is drawy and you are oop, you should 3b. he is a fish, isnt a full stack. but you should push, because its like to be more bluffy than 3b $7.7.
