In order to fold TT on the turn there you need to be fairly sure of one of two things:
1. Villain is underbluffing (hard to get reliable info for this)
2. Villain would rarely barrel a hand like 77-TT himself
I think folding 88 on the turn is reasonable, 99 is already getting a bit iffy/borderline, and with TT I am just too worried he is barreling TT himself which would make folding a large mistake.
~17minute, you said villain not defending his checks enough - that's followed by aggression barreling. That's a bit not intuitive to me, if he folds too often on the flop, than his turn checking range is too strong and therefore our barreling freq shouldn't be high.
I'm not sure villain will fold too often on the flop.
My main assumption is that villain checks too weak. I'm not sure which street he will overfold - but since most people naturally check too many middlestrength hands and too few strong hands, I expect them to lack more of the 3street calling hands than the 1 or 2 street calling hands in general.
To know how many streets to barrel you need to model your opponent's range and think of where he will run into trouble. He might overfold flop already, but that has no real correlation to overfolding turn or river - some people will actually overfold all 3 streets.
I'll take a crack at the Q2 hand. Q2 is not a stab if he is constructing his check turn range well (c/c his own Qx, c/r bluffs) AND overbetting into us on rivers once he sees that we are stabbing hands like this. If villain is not doing all that we can stab away and big, too.
I like it :-) in chess - learning openings by rote will put you into trouble when someone deviates - it's much more important to know how to punish people for making mistakes, than know the opening by heart yourself.

Is the reason for betting Q2 specifically that the 2 doesn't block any of his obvious continues - Tx, 7x, 65, KJ, 98, etc, making it a better stab than say Q8?
Also, I've been trying to think more about how to study PIO in the way you suggest by understanding combo choice, but often I end up just seeing that "Sometimes PIO does X, other times in situations that look similar, it does Y".
