20:00 I wonder if there is a big ev penalty for going with one size rather than complicating things with two sizes?

Yeah I would think it's pretty important to use a couple sizings there. Wide range, and we have some pretty distinct hand categories which will want to accomplish different things. Whether or not pio will indicate an EV difference is tough to say, solvers find a way to get their value if you limit options.

on 21:16 regarding check some 7x for IP, I am a bit confused by "we get to use the position more effectively OTT with these 7x, therefore we check them at some freq". Do you mean we can mix in more delayed stab/raise bluff OTT in such a wet texture by mixing in some 7x into our checking range?

Position becomes a lot more valuable on the turn on wet boards compared to the flop, as you can use bet sizing to immediately deny a lot of equity and manipulate the OOPs range. 2 cards to come vs 1 is the most obvious and major contributor to this, but betting ranges are wider, and the board can change in OOPs favor in more ways.
