4:35 you flatted a raise from btn vs co with 17bb. What is the shortest stack you can have and still flat raises? Do you only flat from the btn when short? Will you flat from the btn vs utg rngs as well?

I would flat down to 13bb, in some cases might even flat on 10bb. We're able to play a wider range that way.
For example BTN v EP 15bb we can flat some T9s, small pp or some Axs which are not profitable shoves vs EP RFI. Also it's going to be important to add some nutted flats in these ranges (AA, some KK, etc) to be able to defend vs SQ shoves.

Are you able to have flatting rngs vs utg or ep from other positions besides btn, like lj or hj when 15-20bb deep?

20bb form any position
15bb LJ/HJ yes, earlier pos freq are too small for me personally to implement them, so I would usually only flat for explo reasons (flat a strong range when player behind is SQ shoving too much)
