With his hand, with 2468-9 he can also think about checkraising the turn for value. If he expects villain to 4bet all his 1c draw hands, and he had some low card blocker then he would have value, but it's close and depends on his discards/read about the opponent.
It depends...This is a really complicated topic. But as for a basic: with like 237-4 or 237-6, i always keep the suited cards. However with a hand such as 278-4, i never keep the (suited) 4. If you have any more hand example feel free to ask, but can't give you a general answer (it depends on which positions we are, villain's position, hu/multiway; how much card they took, how capped they are, etc-etc.)
