Are you sure about JJ always wanting to jam? In my sim it is a pure flat and outperforming jam by a lot. Even QQ flat half the time and only KK & AKo jam pretty much pure (although in my sim he is cold4b only ~5% of the time, so that is a major factor obviously)

Does your sim have tens cold 4betting and calling off? Will make a huge difference. And Some players play cold calls... hard game we play!

They 4b a sliver and are indifferent to calling of, but mostly do. Yeah, obiously if tens 4b/c at full frequency jamming JJ becomes way better.
