Would a reasonable river strategy be to bet AK, 9xxx, ST for value and fill our bluffs with 88 or lower, (seems like we need to x/c some PR+(GD>, BWD+BFD) that is worse than a 9 on flop some of the time)?

Then play a x/r range with our FH and some MPP hands that unblock ST like QQT8? This way we get to realize whatever our EV is for checking river with QQT8 and also are able to get 2 bets in with the top end of our range vs BB's relatively capped range.

It is possible that we don't have enough on air by the river and we should start our value range at SET> instead of AK/AQ.

45:20, is there a reason why you didn't full pot the river with the T high ST after turn x/r?

One argument I could see is to force some 2pr into river call, which allows you more bluff combos than if you're targeting the 9 high ST which you might be with pot.
