CO seems laggy. Only had 40 hands on him and raised everything on btn and 50% in co. Decided to make a loose 3-bet but seems to way to weak looking back at it. The coldcaller has a vpip of 60 over ten hands. No further information. I thought to b/f here with my 'spade blockers' and figured villains can't continue often. Any thoughts?

I don't find it all that loose. But with a fish a fish in the blinds I'd rather call OTB and use my position in a smaller pot.
As played I'd lean towards a check OTF and see what the turn brings and how both players react then.
3b pre is fine. You are ahead of CO 50% range. However, I would consider just calling with hands like this especially since the BB is likely to tag along.
As played, if you are B/F this hand I would check back. Many bad aggressive players go crazy attacking paired board 1/2 pot cbets in low SPR spots. Also, you mention you have spade blockers? Sure, but you have the flush draw yourself. This only applies if you have say AAxx and one is a spade. The nut flush blocker does add some FE because many people shove any nut flush draw in low spr spots.
Also, how are you playing your range here? Are you 1/2 potting everything? Are you potting AAxx and strong queens? 1/2 pot bet folding this flop seems like a mistake unless you know the player well enough that he only is raising trips+. If they are shoving a worse flush draw your fold is a pretty big mistake. Pot calling has to be close to +ev here, but I think your ev is higher checking back.
Overall, I would be asking yourself some questions before you bet and if bet folding really sucks. Maybe you should realize some equity and learn more about your opponents hands by checking.
