Start by doing some equity sims (good for learning). Against AA first and foremost, then think about the range that you realistically will get it in against HU (if you get it in multiway, you are of course always doing fine). I think you'll like what you see.
Note that you have a bit more than a pair + FD. There are also multiple BD straights working for you (J9, 96, 64, 43). The BD straights are non-nutty, but they add up to good value heads-up. The same goes for your two pair outs, which will often lose multiway, but do better HU.
As a rule of thumb, a nutty BD draw adds ~1 out ( = 4% equity), the non-nutty ones somewhat less. If you have a lot of those, they really add up. You can verify this by repeating the sim with something like Ah Tc 3s 3h. I'm guessing your equity against AA would now drop with 8-10%.
So think not only about the value of your primary draw, but also about how a raise will "clean up" outs to your secondary draws. There's a trade-off between implied odds (getting calls is good for your nutty draw) and promoting the value of your non-nutty equity (it's impossible for one single Villain to cover all your non-nutty draws better than you do).
Also, if the players behind you are loose, a raise could get the best from both worlds; getting it in on the flop, and with very good equity against hands that should have folded.
