When to 3bet a double suited rundown pre, multi-way?

So this is about pre-flop.  Zoom plo. 

OR has competent stats over a small sample (80 hands) at 21/18, opening 14% from MP.  Btn is a weak reg, already 53/34 this session (will not be folding to a 3bet here).  Hero may have a competent but lag image (for whoever's using a hud) with 35/25 (9% 3bets OP) over last 10K hands.

Is this a good dynamic here for the OP 3b?  In game, I was momentarily conflicted 3betting vs. flatting pre.  I have been taking a lower variance approach in these spots with success but would prefer this to be 89TJ or 9TJQds for the limp.   Generally, what would constitute a good multi-way dynamic to justify an OP 3bet? 

Also, this is not an always-call on the flop for hero.  Guess I was still mulling over the pre-flop action. 

Apologies if this was obvious, would like to ensure I'm staying fluid enough to be taking the best lines with these hands in different spots.  My flatting range in sb here in multi-way spots also includes all playable TT-KKs hands (except for suited/double suited QQA-KKA).
