Turn call and river bluff decision

The HH is messed up, so I will rewrite it. Villain is a competent PLO HU SnG regular.

Blinds: t10/t20 (2 Players)
SB: Hero, 1,481
BB: Villain, 1,519

Villain raises 60, Hero calls KcTh5h2c.

Flop: Tc3h3s,

Hero checks, Villain checks.

Turn: Tc3h3s2d

Hero checks, Villain bets 61 into 120, Hero calls.

River: Tc3h3s2dAs

Hero checks, Villain bets 161 into 242, Hero raises 293 to 454, Villain folds.

He probably cbets AA on the high frequency side and my intention was to include on my value range 54xx as well. Beside of that, the frequency I have a 3 or 54 on my defending range is reasonably low (even tough rake is not important) and I am not sure if I can just call this hand due to card removal effects or he shows up with an A often enough that blocking his strong AK/AT is a preferable play. Not a PLO expert but still learning.
