Tough turn spot

BB plays 33/13 with 3.5 3-bet% and 0.7 AG over 410 hands
Preflop ($0.07) (6 Players)
Hero was dealt A 7 9 9
UTG folds, HJ folds, Hero raises to $0.17, BN calls $0.17, SB folds, BB calls $0.12
Flop ($0.53) 9 5 A (3 Players)
BB checks, Hero bets $0.51, BN folds, BB calls $0.51
Here with second pair and blocker to top set i decided to c-bet full pot trying to protect make him pay if drawing to a straight or flush draw.
Turn ($1.55) 9 5 A 8 (2 Players)
BB bets $0.96, Hero calls $0.96
After his call on the flop, bet on this river and the fact that he is very passive post-flop, i put him on only 2 hands 76 or AA, which leaves me with only 21% of equity and i needed about 28% to call his turn bet.
I think that calling here was a mistake, what do you think about this small range i put him on giver his stats and the way the hand was played?

why do you put him on only AA/76 when he didnt 3b pre/you block 76/and hes betting small ott just because hes passive? usually LP fish will bet big if they donk here trying to protect their hand (unless they have the NFD with it) and most LP go for a c-r with the nuts here.

id need one or several reads to not call/raise turn /call river

1) ive seen him play the nuts exactly like this (cc donk hp, then big bet)

2) he never bluffs

him being very passive isnt enough for me

granted im not happy about calling the river but we have the one hand where if we dont raise the turn (which i think is fine too with our set+blockers and the fact that ppl usually dont half pot the vulnerable 76-str8 here) we should call the river unless we really are sure that we are beat more often than 70% of the time otr.

I had no special reads on him, the deciding factor was is AG% and the fact that i've not seen that many passive players as this one at this stakes making a Pot sized bet on the river OP and without initiative without the nuts. 

So i really don't know if folding this river was a big mistake or not, after the hand i asked him which hand did he had and he told AA, don't know if its true or not of course.

Well you will be more familiar with the player pool than I, so if lps dont randomly bluff like this often enough then im fine with ur play.

AA makes more sense than the str8.

Dont think we can fold turn tho without a great read

I'm snap potting turn against that bet with the 7 blocker, he's got like JTQ + spades type of hand, or if he has the nuts you take a note and that's that. He might even have 886+ spades.

But don't you think that even tough our 7 blocker, he can still have lots of combination with a 7 given this is PLO and that with his tendencies it is to much to pot the turn?

If he would've potted into us sure, I wouldn't base my play too much on that 7 but the fact that he donks small and he can have ton of turned draws I would pot. Ofc I could've been wrong since he pots river but you still have 30% I think against straight, can't be that bad. You then take a note and move on. But let's say he has a hand like AQ8+ spades or a set of eights it's a disaster not to raise. Basically what I'm saying I think we're slightly ahead of his turn donking range with that sizing, might be wrong though. Btw I think he has aces like 2% of the time.
