13out for the nuts, around 33%, but probably have to discount some A,Kand diamonds, hard for him to have naked QTxx, but probably also have some implied odds if i hit and bet small on the river. so is this a small bet and a call or check call?

Not getting 3b I open this in the HJ all day. Going to play pretty well multiway, wish the 9x was higher or the 5 >9 but can't have it all the way we want.
not a fan of the bet size on the turn. I would actally go for the x/r in this spot. Right around that sweet 4-5 SPR spot and would rather have it check through and play a small pot on the river than have him flat and play OOP for a PSB.
Don't need a ton of fold equity on the turn to make the x/r profitable and allowing the villain to fire with his whole range probably makes the play fine (as you mentioned have around ~33% vs nuts better vs float range)
PF and flop are obviously good. Turn is interesting, I think I'd x/c against a particularly aggressive opponent and b/c against a more passive opponent. Since you describe villain as passive I'm fine with your line.
Arukidinme - I don't see the value in a turn xr. We will almost always be behind a turn get it in range, and I don't expect villain to just bet call worse 2pr or flush draws. If villain does bluff we have a perfect bluff catcher and sometimes will make the nuts that villain will then try to represent. With a set and FD I can see the value of xr'ing to induce a bluff or thin value and then protect/get in with good equity. But 2pr+FD has considerably fewer outs.
I'd lean towards a x/c on that J turn and also on a Q or T. I mean, the fact that you have top2 (blocking sets) + the nut fd, it's more likely that villain's range contain more straight draws; maybe something like QJTx:ss.
The problem is that villain is passive, as you said, and makes me want to bet for max value, but when you get raise it sucks really hard with this type of hands. So x/c is my preferred option.
