UTG is really loose agg stats are VPIP: 77, PFR: 43, 3B: 21, AF: 1.2 over a small sample size, but more importantly seen him shown down some very weak hands after opening and calling 3 bets and 3 betting himself from various positions.

Would that be right? Any suggestions for a range to assign villian would be really helpful. And any thoughts on my questions above.

Your hand (PPT 6handed rank 49) has around 44.5% equity vs a 50%6h opening range and 46.5% equity vs an assumed calling range of "50%6h!10%6h". Your read is that villain goes to showdown with weak hands, meaning you will have no fold equity and have to rely to make your hand. That is why I would only isolate hands that push a clear equity (KK+,QQ$ds..) or playability (connected rundowns preferably double suited) edge. I would fold your hand pre since it does neither.
Assuming villain 4bets the top 10% and calls the rest of her range I would come up with sth. like this: (50%6h!10%6h):(AA,QQ,99,AQ,A9,Q9,A:(JT,cc),(A,cc):(KJ,KT,JT,T8,J8),KJT,JT8) You have 37% equity against this stack off range. Stationy villains are very made hand heavy after minraising, so your equity should be reduced further. Folding right away is probably the play. However pealing and hoping for a cheap showdown is also an option in position.
For me the most interesting point of your post is that 13.4BB rake were taken from the final pot, which is just ridiculous. It should make you realize that little can be won by bloating pots with marginal hands. There are a bunch of older threads about "how to beat the micro stakes despite the high rake" which may help you with your hand selection. It's basically betting/raising for value (pre and postflop). So I would even skip 3betting the single suited low connectors vs this player type.
I wouldn't 3-bet this hand.
As played, flop needs to be a bet/fold. You can't really continue and expect it to turn out well for you.
