Small and Big Blind Ranges

I would appreciate some clarification on typical ranges for the small and big blinds. I understand the small blind will be tighter because it gets worse pot odds and has to go first. But in the case of a big blind and small blind flatting a button raise, I am wondering who has a range advantage on a board like 4h7c2s. I.e. who will have more low cards in their range?

My current line of thinking is that that flop favors the big blind purely because of the pot odds given to the BB for calling a raise, but I honestly do not know since most PLO PFRs are pot size, so the pot odds are not going to be that great.
