OPP looks like a reg 24/14, 3B 10.5, WTSD 24
OTF I think raising is pretty ambitious so I decided to call, we have a bd fd and bottom end of the str8 draw
OTT I think I made an unclear decision and pretty much unsure what I should have done in the spot.
OTR pretty clear fold since we can be beaten easily.
How would you play this hand?

I think you played it perfectly on all streets if you folded river :)
I'm tempted by the possibility of 4betting preflop, though it's not a situation I've spent a ton of time on.
Even though villain looks tight overall, that's a wide 3bet number. What kind of sample are we talking about? They may not actually be 3betting the button wide in general if the number of hands on them is low, so I'd like to know how accurate we can take the 3bet range to be.
We're not going to be a hot/cold favorite preflop hardly ever, but if you reduce the SPR, you can put yourself in some really profitable situations with a hand like this. Especially if the flop isn't basically the most awkward one possible, as it ended up being.
And if villain is folding, like, ANY of their 3betting range, a 4bet can end up being immediately profitable. Given their tight tendencies overall, they may be more likely than most to 3bet/fold. (But only if they actually 3bet wide-ish from the button.)
With this hand and a low SPR, you tend to have very clear flop decisions. (Tend to.)
I hate the flop. Not your line; just the cards. Yuck. You could be drawing dead or close to it, but you've flopped well enough that I don't think you can fold for the price. Your check/call is fine by me.
OTT... I think you have a lot of options, none of which are too nice.
After the turn hits, I think the biggest problem you have is middling hand strength (including your flush draw) with poor visibility. To mitigate that, I'm wondering if bet/fold is best.
Otherwise, I think you risk check/folding the best hand on the turn or river or calling off too many chips while way behind.
I think that villain will need to fold enough of their 3bet/c-bet range that we can win the pot on the turn pretty often, especially if their WTSD is somewhat accurate. And I really don't think villain will have many (semi)bluff raises other than Ad:dd (which we have reverse implied odds against anyway), so we can probably fold comfortably to a raise. (Compare this to when we don't bet and we have either an uncomfortable check/fold or an uncomfortable check/call.)
And the truth is that you're almost a 2:1 favorite against a 10%6H PPT range on the turn. Whether you're a 2:1 favorite against villain's button-3bet-double-barrel range is very unclear, though. So, as much as "betting for information" is kind of a questionable tactic, I think something like that is prudent OTT.
As played, I do think the river is a fold. They really shouldn't be betting anything worse than your hand very often.
