So, I was ready to c/f the flop and move to the next hand...but then he bets this. with 2 BDFD, backdoor straight draws and and my 2 outer to 2nd set, can I excuse calling this tiny bet OOP?
IP I would always call this, but not so sure about OOP. The hand becomes interesting again on the river, but let's start with flop...

Always call this. No point in raising.
Flat and assess as long as you won't marry your hand on say a 9 turn.
There can be a ton of great cards for you and there range is often so polarised to to nuts and weak underpairs etc they are unsure how to play.
Yeah, I'm calling here and expecting to be allowed to realise my equity pretty easily - an apparently loose/passive fish betting tiny is often a weak hand which is confused and will probably either shut down OTT or continuing firing stupidly small bets. Just beware the tiny bet, POOOOOOOOT line; this is almost always KK (although we don't need to be that scared given we clearly can't call a pot-sized bet w/ second pair).
Thanks for the comments guys, I think I agree and in game I ended up calling. And now for the tricky part.
Up until that decision (which obv you've hidden), I like your line (although I wouldn't tell anyone off for folding HJ with this either). Particularly like the river value-bet, so long as you're bet/folding.
Well to be honest I would look at his river betting stats and decide if I call it off or not. If he is passive I fold it but snap vs. Some semimaniacs.
Very opponent dependent situation imo.
What about preflop? Does anyone find any merit to folding? Having loose fish playing every hand and two shortstacks on our left is still something, and we dont love 3bets too much either
EDIT: and by the way: since CO is coming along most of the time either way, woulnt it at least be better to open smaller sizing? Considering two shortstacks left to act especially
