I raised less than half pot to tempt him into calling with possible str8s or lower flushes. It surprised me when he raised - I block a SF so don't have to worry about that. Decide to pot it to deny him odds if he hit a set.

Ok - I don't want to get stacked if he's full now but I'm puzzled. I don't think a passive player would pull a huge bluff but what could he have hit on the turn that would make him raise and call a big bet?

Personally, pre-flop looks ok, flop c-bet is fine, turn shove is best case scenario?
There isn't any way you could have extracted more value? If the guys got a straight or set on the turn and wants to get it in with you holding the nut FD, let him.
You got it in with the best and lost, just chalk it up to varience IMO.
EDIT: Apologies, misread hand. Thought action ended on the turn :/.
There's merit in betting bigger on the flop and turn, but it's not a massive issue.
The turn raise is not mandatory as having some nut hands in your range for blank rivers is nice, but there's absolutely nothing wrong with trying to extract value (especially at these stakes where I expect weaker hands to stubbornly call down).
River is played correctly imo - it's a little weird to think villain raised a set on that turn card, but not as weird as imagining he jammed weaker OTR.
