Villain is a fish, he limps from all positions, my hand seems good enough to raise. OTF I have to bet call not sure ott. I have 42% vs QQ83r, so Can I call ott and fold otr when miss? Villain has only $1,76 behind to the pot over $6 ott when I call.

Seems like a clear pot-odds call on the turn. Your flush outs + straight outs are all to the nuts, and you can't fold for this price. You likely have implied odds for the rest if you hit too.
3 aces, 2 tens, 3 jacks,3 nines, 7 hearts = 18 outs.
You are almost a favourite to hit the turn, definitely better than a 2:1 dog. You should call.
