PLO25-Zoom: River decision with non-nut hand

HJ: $25.35 (Hero)

Hero - transitioning NLHM player.
Villain - no reads and not many hands, but a fish.
Preflop ($0.35) (6 Players)
Hero was dealt A 9 J Q
UTG folds, Hero raises to $0.85, CO folds, BN calls $0.85, SB folds, BB folds
Flop ($2.05) 6 T 4 (2 Players)
Hero bets $1.31, BN calls $1.31
It feels fine to c-bet such a dry board, but I suppose his range includes lots of mid-range hands. Then again, he's got so much trash in his calling range, it could be way wider than that, so foolish to try and analyse it yet? It seems far too weak to check/fold, so c-bet is fine? Obviously in NLHM I'm c-betting my entire range here - should that not be my thinking here?
Turn ($4.67) 6 T 4 A (2 Players)
Hero bets $2.98, BN calls $2.98
My hand strength goes up on the turn, but enough to keep barrelling here? Is it better to check/call? Once again, check/fold seems too weak.
River ($10.63) 6 T 4 A Q (2 Players)
Villain has 3/4PSB left behind. What's my best line? I feel my top two could be good against lots of worse 2 pair he could have. Sets are more likely to have shoved turn (or even raised flop). I'm behind the obvious straight, but is it +EV enough to shove for value?

Overall I feel the hand played itself, but I'm not sure if I'm bringing too much aggression to my PLO game, especially against stationing fish.

I think cbetting is fine, and when he just calls, it's unlikely he has a lot of very strong hands, like sets and top-2 (with a gapped RD, like 678T), maybe bottom-2, with a low RD. He also have some TPs and maybe overpairs (JJxx, QQxx and maybe KKxx, but I believe AAxx would've 3b pre), 99xx, some draws like 75xx, 78xx.. 

OTT, some TP makes 2-pair, he might've picked a diamond draw, but his overall range doesn't improve that much. When he, again, just calls, I think top-2 are less likely (not completely excluded though). Barreling maybe is ok, since he can still call with the st8 draws, with a diamond draw and still some marginal made hands. 

OTR, some high RD, like TKJx, gets there, but it's a small part of his range. He can also improve to worse 2-pair than yours and, if he is a calling station, he can get stubborn with Axxx. And, since I don't think you have reasons to believe he would bluff his missed draws (w/o specific reads, I'd assume people tend more to passiveness on those stakes), I like putting the rest of the $ in rather than check/calling.

I'm also a small stakes PLO player transitioning from NLHE, so my range analysis may be very flawed, but I hope it helps...

Yeah, I think this hand is pretty straightforward.  The cbet is fine/standard imo, though it's obviously a semibluff.  Turn also needs to be a bet, and this time it's for value (or combined value/semibluff).  River is an easy value shove.
