PLO25, bluffing the river vs. a fish

Every player involved in the hand was a fish.
Preflop ($0.35) (6 Players)
Hero was dealt T 9 K Q
UTG folds, HJ folds, CO raises to $0.70, Hero raises to $2.20, SB calls $2.10, BB folds, CO calls $1.50
Really good hand, fish to the left, fish to the right, 3betting all day.
Flop ($6.85) T 6 2 (3 Players)
SB checks, CO checks, Hero checks
I'm really had no idea what to do here. I though that my hand isn't really strong enough bet/get it in and it's too strong to bet/fold. Also my backdoor equity is pretty good and I don't mind taking a card of.
Turn ($6.85) T 6 2 J (3 Players)
SB bets $5.25, CO folds, Hero calls $5.25
I'd say a pretty standard call, I can rep hearts if he checks and I have a ton of outs vs. a set.
River ($17.35) T 6 2 J 5 (2 Players)
SB checks, Hero bets $10.60, SB folds
I think I can pretty rep a hand like AA/KKxx with hearts really well so I put the guy allin. Though it's true that villain was a fish, I'd still say he would get away from two pair and possibly sets.
Also it's likely that this is his all he has in the account and isn't gonna wanna risk it in a spot where he doesn't have the nuts and in which I'm not bluffing super often. He can still fold and have enough money to buy a popsicle or play NL10.
