SB is a short stacker but not a professional one. No reads on UTG but his limp UTG suggests he may not be a reg.
I'm not quite sure if this is an automatic stack off flop at 150BB effective. Our 7 for the gutshot will almost certainly not be good. But we have 9 outs to a flush and 2 to a higher set if necessary. Also, it's very possible we have crushing equity vs. other flush draws out there.
I would expect UTG to occasionally lead his sets/2 pair on this flop, given it's not one I will c-bet frequently, plus he doesn't seem that good so his range is definitely weaker here.

I thinkt that is a call every time with NFD+GS+OP, cause UTG range is "draw heavy", but i want to listen other opinion about this spot cause i'm a bit confused like you xD
I think stacking off is correct. I have trouble estimating the EQ against 2 players here especially with side and main pot. However never an awful mistake if it should be.
no math, but would bet quite a bit that it is a stack off
think it would help if you swapped the suits of your 9 and 5, to make combo-draws more likely.
thinking about hands the UTG might shove:
- you are in fine shape vs top two pair
- have ok equity vs sets
- are in very good shape (55-65) against some combo-draws
- and if he spazzed out with KKss you are in great shape
