Villain is very loose over a small sample playing 67/37 with passive looking post-flop stats. I think the turn hits his range more than most and the river is certainly not good either since there are a lot of J8xx combos he would play.
Not many busted draws, hard to see villain bluffing often here even though his bet size is small. I think this is a fold?

If his UTG open range is anywhere near "decent" (lets say ess than 25%) => he actually will not hit that turn often at all. However given our reads maybe he does. Also, river 8s is not bad, a Q or a T should be much worse. I would fold river thou, because unless he is turning Jx into a bluff (which he isnt) we don't have enough equity, i would guess.
Also, I might be barreling turn given: SPR+he shouldnt hit that turn all that often+if he picked up flushdraw he will continue and we crush him.
How is my bet sizing here? If we pot the flop we can easily shove the turn for close to pot.
From a range stand-point I'm not sure if potting makes the most sense, though.
I think potting flop is just to easy to exploit and doesnt make a lot of sense like you pointed out. I think we should just cbet our entire range for around 1/2pot (given the dryness of board texture), its a simple strategy that from my experience will work very well. Also I'm not sure but when we are thinking about our flop sizing we shouldnt worry too much about stack sizes being awkward on some turn cards (i mean it is a consideration, but not a big one imo). Just cbet half pot and enjoy playing the rest of the hand with slightly deeper stacks in position. Sure, we might get into some troubling spots when the villain x/jams turns but if we perceive chance of it happening to be large we can just checkback turn like you did and play river accordingly.
I think you would like and maybe can bet range in this spot, so probably full pot won't work out that well. Ofc with your exact hand it will show a profit.
We can bet pot otf, sure its maybe debatable from a range perspective but when against a 67/37 lp guy that doesnt matter much and we can focus on taking the best line now.
Ott don't think the 3 improves his range much, most of the low card type of hands like pair + gutter and up should shove flop and we hold 3 blockers to straights. We also have 20%+ eq to bail us out when behind so we can just pot and be done with the hand.
I would continue betting OTT. As played, it is tough without reads. If villain is capable of turning 1 pair hands into a buff, you can consider calling.
