Villain is an unknown , after 70 hands he looks on tight side 18/12 but has river aggression factor 6 so who knows where lies the truth.
I think river raise is probably standard but would you call a 3bet ?

That's horrible. On the one hand, he'd have to be kinda stupid to check/min-raise QQ OTF. On the other, what else to they bet/3-bet the river with? I don't play Zoom so I dunno enough about player tendencies in general to make a good guess on what to do here, but it wouldn't shock me if this is a fold.
FWIW, I think your river raise is clearly correct.
Yes min CR'ing QQ OTF doesn't make sense but at 18/12 over 70 hands villain could easily turn out to be a semi reg that does weird stuff.
The river looks even more of a fold given how fit or fold these Zoom games can play.
