I flop an open ender and im kind of torn between calling and raising small/getting it in. Is this to light?
If I call I fear that my hand is face up I am barrelt a ton and have to fold on any non A or 9 river. Opinions?

get it in vs 14% 3bet on this board is quite bad imo. call flop and push him off ott when some of draw hits and he checks. (not neccessarily A or 9). If I have to guess his 3betting range, 14% 3bet range probably consists of AA, decent/premium KK/QQ, decent rundowns and some others(JJT9 type , decent double pairs, some bluffs) but given that you hold JT8 that blocks some of his rundown ranges, you will get quite crushed when he 3bet shove.
Yes, raising is definitely too light. I don't think this is even an obvious call, considering that he can easily be blocking some of the cards you want. It's easy to overestimate your fold equity in PLO. People just don't fold a lot, even when they probably should.
