PLO 10 the bottom end of a checkraising range?

Both villains are unknown though the openlimp on the BTN speaks volumes.
On the flop I thought that since hes betting so small it seems very likely he will just fold, but I am only making him fold a worse hand. Smae goes for the flop, hes not calling with a worse 2pair. Are betting still the better options though since going into c/c mode lets him realize his equity and/or make him fold us the best hand?
