When you re-raise otf your range is damn strong. Turn opens a lot of draws, so I would definitely bet bigger. When opponent calls you otf, he probably has a combo draw so he will call the turn most of the time. And the less opponent has behind on the river, the less likely he is to bluff (as the folding equity goes down).

I would fold here as it is such a bad spot for opponent to bluff and he wouldn't call flop and turn with just a flush draw.
