good 3barrel spot vs fish?

Blinds: $0.10/$0.25 (4 Players) BB: $13.40
CO: $17.75
BN: $25.00 (Hero)
SB: $13.78
villain completely unknown but very likely fishy due to stack size and smart phone icon showing on stars
Preflop ($0.35) Hero is BN with 6 9 3 Q
CO folds, Hero raises to $0.62, SB calls $0.52, BB folds
Flop ($1.49) 4 5 K
SB checks, Hero bets $0.90, SB calls $0.90
I could see some merits in checking back but readless vs a fish, I generally stick to over cbetting until there are reasons not to.
Turn ($3.29) 4 5 K 8
SB checks, Hero bets $2.70, SB calls $2.70
Again I can see reasons for checking here but felt like it's a good spot to fold out weak pairs, spade draws, maybe even some 1p Kx. I also have a ton of equity vs his calling range and can bluff some rivers.
River ($8.69) 4 5 K 8 T
SB checks

Good one to follow through? A lot of stuff missed and I might be up vs a total station. However I expect the average fish to fold everything worse than top & bottom here for the most part. Sometimes I might even get K4, K5 to fold.
Thoughts about all streets welcome. ;)

I think when you bet again you look like a set or something was was trying to guard against the draws......might fold out everything worse than top 2. Surely a str8 would have raised the turn

Villain calls the flop with straightdraws, spades, and kings and some two pairs. Turn i dont expect him to fold any spade draw, he likely has something with to go with it, two pairs wont fold. Maybe, just maybe he folds a king but i wouldn't count on that considering his stacksize.

On the river he has a lot of twopair+ in general that won't fold after a turn call, i wouldnt even try with all the missed flushdraws you also represent.

I think villain can call very wide on this flop and your equity is very minimum, considering that i'd like to check back and bet or call this turn..

I would bet half pot on river to make him fold his 1 pair + flush draw type of hands. With him folding those hands I think the river bet is profitable.
