First of all this is not a 3-betting hand especially against UTG, this is a garbage hand tbh. Secondly if you don`t bet the flop your turn raise has almost no credibility at all because this turn card is as blank as it can be. Yes maybe you picked up some draws but thats pretty much it, he still calls you with his draws, 2 pairs or even a 10. Also this river is almost a blank so its very tough to bluff your opponent out of this pot, either he had some piece on the flop or picked up two pair OTR.
Checking flop is fine, just call the turn and see the cheap river.
