You could also go for a x/r flop line since he is likely to stab this board texture. Ideally you get it in vs a dominated draw . If he just calls you can jam almost any blank turn , size down if you improve. Close on K/Q/T , if he is really wide on all streets I would still jam for FE since it would be quite nasty to call it off.
Otherwise I think I prefer bet/3b flop to negate positional disadvantage .

Out of position, given the description of villain, I definitely want to 3 bet the flop. C/r vs b/3b is perhaps closer, but having bet I think we should be 3! and (hopefully) getting it in vs draws we crush
