Bunch of non-nut draws in 3 bet pot 200 bbs deep

BN: $284.77
SB: $262.86
BB: $715.71
UTG: $600.22
HJ: $173.22
CO: $414.70 (Hero)
Opponent is a tag reg playing 24/16/8. He folds 58% to c-bets in 3 bet pots and raisees 19% of the time. The stats indicate he's fairly straightforward/fit-or-fold but while playing with him it feels like he is making lots of moves against me.
Preflop ($3.00) (6 Players)
Hero was dealt K 7 K 8
UTG raises to $6, HJ folds, Hero raises to $21, BN folds, SB folds, BB folds, UTG calls $15
Maybe we should be flatting here against a tight UTG opponent? 200 bbs deep 3 betting seemed ok to me.
Flop ($45.00) 9 4 J (2 Players)
UTG checks, Hero bets $24, UTG raises to $52.60, Hero calls $28.60
what do people think of his min c/r? i've noticed a decent number of players doing this in 3-bet pots deep out of position but i don't get the logic behind it.

i think a call is the only play here with this particular hand.
Turn ($150.20) 9 4 J K (2 Players)
UTG bets $124.20, Hero calls $124.20
he bombs the straight completing turn, but we turn a set so definitely not folding.
River ($398.60) 9 4 J K Q (2 Players)
UTG bets $266, Hero folds
only 216 left and we get a frustrating river. i know that a lot of players make merged jams in this spot with worse than KK in this spot because there is so much money out there but i think he still has the straight here too often to call.

I guess a follow up question would be, should we be calling blank rivers given we only need to be good with KK about 25% of the time?
Final Pot
UTG wins $395.80
