I bet here coz I think I have the best hand quite often here.

Now when V calls and not raise my flop bet, I think his range is ver weighted to a FD or even a straight draw. I dun think he just calls with 2p or a set. maybe an overpair with NFD that is so strong.When I bet the turn here, it commits me but my hand is not really strong here if he have a combo draw and the possibility of going up against a bigger over pair.

Im lost in situations like this where the board is very draw heavy and V plays passively indicating that he has draws often. The problem I face is, betting strong and committing bets with weak hands like top pair or overpairs.
Is it better to pot control because we are most likely only slightly ahead?

This is a flop type (low, somewhat coordinated) you should often check, because it really misses your 3B range. If you c-bet this hand, it's basically a bluff/protection bet. It doesn't really matter that you often have the best hand, because you can't call a raise, and you're not happy when he calls.
What matters most is whether or not your hand can make it to future streets, and have a decent chance of winning (by bluffing or winning a showdown).
That said, all of this doesn't automatically mean c-betting is bad in isolation. He might fold too much. You have 3 clean outs to top set. He might give you a free showdown if he calls and you give up on the turn. Good things might happen.
But what these flops generally mean for you is that you'll often have difficult decisions later, if you c-bet them automatically every time you think you're ahead of Villain's range on the flop.
It's very important to think about how your range connects with the flop, and your visibility/playability on future streets. Betting a lot OOP with a weak range can quickly get very costly in PLO. And by weak, I mean weak on the flop you're playing, not how strong your range was preflop.
