6899 at 1/2/5 PLO and flop middle set and get check/raised

I am in a typical 1/2/5 game and I get 6899 in MP and I make it $20 and get 4 callers. Effective stacks are $800 in this hand and there is a short stack that called the $20 with less than $100 behind.

Flop
Qc9s3h

BB checks and I bet $60 and the short stack shoves about $90 and it folds to the BB who insta pots it for $410 and has around $350 left.

I am not sure what kind of range a fish aggro player has to check/pot this flop vs 1 player who is all in and another that bet the flop. I tired to consider QQ combos that would have limped call and JT hands on this flop. In all honesty, I cant assign a range and I leveled myself into putting him on the absolute top of his range here in this spot.

I dont think assigning these QQ and JT hands is fair here. Would he ever show up with 2 pair hands like Q3? I was very confused and I thought I couldnt call because any turn is bad for me. I could only shove or fold. I really dont love the idea of 3 bet shoving middle set on this flop.

Is my logic ok?

First off, he could just be trying to isolate the short stack with all the dead money in there. Sure you cbet into 4 players but doesn't necessarily mean you have a strong hand.

Secondly, there are plenty of hands besides QQ that he could be doing this with. Hands like 33xx,Q9xx, QJTx, KJTx, JT8x.

Thirdly, this same time of range could be given to short stack, though much less QQ. Meaning his QQ combos is lesser than normal due to the fact short stack has a Q often.

Given the above I would just shove.

Ok, QQ is a little too much but I discounted Q9 and 33 is a possibility. I dont think he is ever good enough to think about isoing the short stack.

I way overthought the hand for sure. I just couldnt imagine what a bad player has in this spot. I didnt want to put it in drawing dead for sure so I took the safe route and folded. I felt ok about it but today I dont think so. After running the numbers, QQ is the only hand I am afraid of and I cant assingn him that hand.

If you don't think he is good enough to isolate then why can't he have 33? Weak players show up with low pocket pairs all the time.

This is true. I messed up this hand for sure. I think that discounting Q9, Q3, or 33 was a huge mistake. I guess I learned not to fold in this spot.
