$50PLO - tough river decision in 3b pot

Hero bets $13.50, CO calls $13.50
River ($44.50) 5 (3 Players)
Hero checks, CO bets $25
V was playing loose opening a lot and hero calling many rivers. My plan was to x/c the river since all draws missed and I look like I am done with the hand. Can't tell if he is vbetting 5 for value and what he is doing with an ace and missed draws. Not really sure this is the right play though... He tanked for long time and did bet basically in the last second. What would be the right play here?
